I created a colony on a planet but have not yet taken the space region. I open the governor panel and see this:
I don't recall ever seeing this before, but it goes away when I have an orbital station. If this is intended (and I'm sure it is), then I'd suggest changing the tooltip, since the current condition (colony outpost, no other factions on the planet) feels like I do have ownership of the planet. Also, what occurs if I have a colony on the planet and some other faction takes the planet hex in space? Do I lose all those automation controls?

You shouldn't lose any controls if the space above is taken, that is stored for each region.
We'll test out the planet popup in the case where you have a colony or outpost on the planet, but not the ownership above. Ticket 36061.
