Is there Custom Civilizations?

Dind't buy the game yet (waiting for the next sales)

And I could't find any wiki nor anything related to the game

So I would like to know if there's a tool to create your own custom civilization (simillar to Stellaris).

No, the races can be modded in the data files but it's a fixed set of races in game. We have 8 races in the Early Access but there will be another 7 by full release. So far they are all very similar, they will be given more variety and flavour as development continues.
