I just did some testing in Ultimate and Gun Emplacements seem to be working there.

Gun emplacements don't fire because their rate of fire is wrong in the DEFAULT.UNIT file. I changed it to a normal value (still slow fire) and it worked. Gun emplacements also don't have firing sound so it can be difficult to actually notice them firing - that can also be fixed in the same file.
I don't have actual numbers from DEFAULT.UNIT file since i'm at work but if memory serves me fire rate in file is set to 0.0 and changing it to 0.1 works. 0.0 makes gun never reload from my experience.

I really don't remember about "fire rate" in Default.unit

Ok, just looked into the file. It's actually 'initiative' field. It's set to 0 like other buildings. Setting it to 1 or 2 fixes it. Higher initiative actually increases fire rate of a unit from what i saw, probably why i miss-remembered it.

yes - in default.unit gun emplacement got initiative 0 while air defense installations got 1
