Due to the lack of money in the treasury, the training and maintenance of the military continues anyway.
i thinks It shouldn't work that way.
My comrades and I create a mod, and we, as a rule, want to implement it in a mod.
We want to write a rule in the game or mod where:
If "treasurer" < 0$ then "Maint. & Training" = 0,
Tell me or help where and how this can be changed in the game mechanics.
(Maybe this can be done in ..\\HAPS\..)

Some clarification on how this works;
- Salaries and Maintenance and Training are allowed spending in deficit. They will just create more debt. Your country things it's a good idea to print more money and pay the people with the guns...
- You can lock spending to zero in the defense department. Click on the value to move the slider to absolute zero. - Be sure to lock your minister so they don't change it - This will zero your military spending. You can see it working in the Finances, Expenses, Defense I took one of my savegames and broke my economy to test this. It is all working as designed. This part of the game is not moddable. Development for SRU ended last year (the game is 7 years old now) so there won't be any more updates
