Can you liberate a nation?

Because I have a lot interest in world war 1 at the moment, i think about buying the dlc. Now my question is, can you liberate a nation? I will play one big campaign from 1914 to 2020. But in world war 1 in europa/ africa there are not many countires, can you free a nation after a war? Like in Victoria? So that you split up Austria-Hungary, Nations in Africa, Russia or even usa in the different states? Also like in the shattered world campaign?

You can liberate nations by loyalty based areas. Not all countries have loyalty over all their land bear in mind.
