Losing population

Hey guys, I'm in a Cold War sandbox game playing as North Korea. I used to have a population of 98,5M and the domestic tab says I should be growing with about 7M a year, but the last couple of ingame weeks I've only been losing people by the thousands, and it's currently at 96,9M. I am at war, but the decline can't be due to landloss or attacks on my cities, since besides North Korea I only own a large chunk of sparsely populated Alaska and the war is exclusively being fought there.

Is this a glitch or am I missing something?
