As I have you here, why is it that some hydro dams already in place, cannot have existing dams expanded onto their industrial base?

Probably because there is actually too much river in the hex in question.

I'm assuming that manually building a map there isn't check for this in the editor.

There's also a limit based on the strength of the terrain resources. That could be the cause. You'd need to give exact x,y coords.

Personally I really like the limiter function of Hexes. It keeps me from wasting IG on land that won't give the return. It seems 2020 didn't have that limiter and I wasted materials on light red source hexes.

It's also more realistic which is of major importance to me when gaming. I shy away from games with fantasy building parameters.
