Modding question, help!

Hello everyone!
I'am using Supreme Ruler 2020 Gold 6.8.1 version, and I have some questions...
1. How to add units to another country
For example: Lets say that I'am modifying GC scenario, and I would like to add USA units to Lithuania, How do I do that?
2. Could Balthagor drop meshes file he released back in 2013 I guess. Link is broken..
3. Could I for example split Vietnam in South and North? If yes, how?
