Percentages and meters don't match for approval ratings?

It appears that the military and domestic meters for approval are reversed relative to the percentages. See the image below.

It appears the error only occurs at a new game start - after the passage of a few days it corrects itself.

Or are they even meant to be correlated? Looking again I'm not sure what the meter is trying to tell me, it rarely matches the percentages.

Those are two different things. The tooltip is for the small bars where you are pointing. The larger bars are the overall "power" of the inspected region compared to the rest of the galaxy.
