I dont understand the new power system

Im about breaking even on power,so im looking to increase it...
* every once in a while it says i can build new power in cities the ai picks,its lets me do so, then drops all the new build orders...
*there are what appear to be power resources on the map, but they move around fade in and out and dont let me build power on them...

This sounds like it might be an old message that doesn't understand the new system. Could you get a screenshot of the message please?

... that's confusing. I'll test again, hadn't noticed that. For context, assume all your powerplants are now Hydroelectric facilities from SRU and you have only a handful of rivers on the planet. The balance is being designed to force players to get power from more sources than just their homeworld.

okay, most of them that fade in and out seem to be coastal. Not all, i dont think theres water by some of them.

Its not a message as in text ,its the auto build where the governor picks button. It lights up ,which indicates it has places it will let you build using the button.It then lets you do so ,a lot, but then instantly drops the build orders when you stop.

in both supplied and unsupplied. I sent engineers to see if that helped.

Any more on this? I've still not spotted any change in resource deposit strength.

I havent been watching for this in a while, but i havent noticed it in recent play.
