Govenor doesnt seem to fill research ques when giving access

Ive been watching, and regularly see research ques sitting empty when i allow the gov to work research...

If you see them sitting empty, have you noticed what is different when they're not? We did have some moments initially where the queue would only queue up one item and then sit half empty but I haven't noticed it ever truly empty.

You might be able to find some odd interactions between some of our other settings and the research queue. Try toggling some settings to see if it makes any difference when you notice it's empty.
