conquered planets still do diplomacy with other ai

My colony,which was an alien homeworld,was conquered by me after it declared war on me. It also was at war with another alien world. The 2 alien worlds implemented a ceasefire when i invaded my ex colony.about .30 after i conquered my ex-colony, the ceasefire with it and the other aliens broke.....

There are some longer term design issues still unresolved around colonized and conquered worlds. I'll add this to the list.
