Goddamnit. Why does this make others not like you? I have zero idea! Is it my fault that my inflation is 22% as I rapidly built up and exported oil like crazy!

Plus the build cap is an entire other story.

Others meaning other governments? I don't see that it has any effect. But yes it is your fault that inflation is 22%, and your people would be right to not like you for that.

Try for 5% or lower; major inflation like that has a whole slew of effects that are really not nice.

MY aplogies for the wrong section but...

1-Why would other countries dislike me for such qualities,

2-What makes inflation in the game go up? Does inflation rise when I build new buildings and fix my crappy oil production? If I build nothing new, does it get reduced?

What are its bad effects in game?

Unemployment that low causes a labor shortage, which causes the price for labor to rise, which causes the price for everything to rise, and that overall price rise is inflation. Try for 5-6% unemployment

If your neighbors hate you, I think it's for different reasons. There is an anti-human bias built into the game, and relations will deteriorate unless you make some heroic and pretty much exploitative efforts at bribing. It's just the game--nothing about inflation.

Yes, as red mentioned there are other things that can cause other regions to dislike you. One thing in SR2020 that we are working towards is better player feedback. Hopefully we'll find a way to answer more player "questions" like, "why DID they attack me?" Or perhaps we'll need to answer the question of, "why WILL a region attack us?"

They won't come to hate you as quickly, but they will still hate you.

If you start a new scenario, and want to control other regions causus belli against you, you don't have to shut down all your bases. Check out the statistics list screens and find out what the other region's build caps are. Then you can adjust yours downward to be in the lower half and it will be enough to slow down the hatred building up and allow you a better chance at diplomacy. In WWIII, the AI is automatically set to hate your guts as a human, so unless you have buttloads of cash to throw at the AI regions every day, diplomacy is probably going to fail.
