well did you ever notice when a country is about to attack you look in the global news and find this bulletin

MILITARY ALERT CHANGES

well ive been playing as germany and every time i see that, the country attacks me? well i take em down "cough"(cheats)"cough"

well if you see anythings like that post it and tell me what it does

the message tells you that another region has just changed its defcon, and yes this can be a precurser to war.

But sometimes they change their defcon simply because they cant afford the higher one also, so it doesnt always mean war is coming.
