Got it and found the answer. The Pennsilvanya is replaced by the Louisiana
which you have in your list to build. If you set filters active and set view replaced "on" both the Ohio and the Pennsilvanya appear in the list as possible to research.
Was really hard to see what you could build since you've cheated to get every possible design from all sorts of regions

Hey! I didn't cheat! I... merely flooded the other regions with excess dollars for the minor return of their technological developments. You can never know when ****loads and ****loads and even more ****loads of the WS-1B 320mm might come in handy...
As for the unit filter, yeah, I didn't see quite how that worked before. I can now get to my obscoleted and replaced research units, including the "replaced" Ohio. Thanks for that one.
