If one loses lets say an electrical facility woudl that impact other facilities in the sense power would be cut off thus effectively stopping that particular facility from working? It'd be interesting to see how Guerilla Warfare and Raids in which the sole purpose was to destroy specific facilities hampers an enemy.

This is some what connected to TKs scorched earth question.

Additionally can one capture an enemies ship/vehicle/plane rather then just battling it out? Research and Development of that could then occur and effectively raise the tech level of that power.

Additionally covert ops...could one try to commit strikes disguised as another faction? Ex- Factoin A captures several ships of Faction B. Faction B won't say that to anyone out of embarrassment and thus Faction A hits Faction C with Factoin B's ships.

Losing facilities will definitely impact the production output of any of your industries. However unlike Sim City and others, if you don't have enough resources to fully meet power demands, you won't have some things not working, you will have a proportional reduction in all manufacturing capabilities. Unless of course you have prioritized your industries. For instance, in time of war, military goods will obviously have a higher manufacturing priority than consumer goods.

As for tech stuff... We haven't fully finalized the design on the tech tree so I don't want to really get into it yet. As for "Capturing" a technology: Yes, that is one of the possibilities we are considering. As for "Capturing" military equipment and re-using it: No, that is not likely to be in the game.

So what happens to empty units(that have not been deployed or given population to run) stored at a base that gets captured ?

Good question... That may be an exception to the rule. If a region is not pursuing a "Scorched Earth" policy, and you capture the base intact, then it may be that you do get the equipment. Hadn't thought of that

One of the tactics that I really like in Supreme Ruler 2010 is the ability to target specific industries to attack and/or capture. Similar to NATO's Kosovo attacks, where they targetted power plants and bridges to 'shut down' the Serbians.

Power plants and oil fields should be particularly good targets, as they have a cascading effect in both affecting other industries and, in the case of oil, affecting the military's fuel supplies.

However whether we would allow guerilla warfare, espionage or terrorist attacks to take out industries is still undecided, I think.
