I dont mean one that you work your way up to by completeing other scenarios.

I mean one that starts with the whole world mapped out,the whole world fragmented and fighting to reform.
With the player/s and the ai starting out as a little itty bitty region and having to deal with the entire world and its tons of little independant regions.

Good question - a bit of a mixed answer here.

There will be a "whole world" scenario - actually, possibly a few different scenarios at the 'top level'. But it will not be a game where all the smallest regions are represented; to make it playable and reasonable, the world will be divided into a maximum of 16 regions or 'blocks'. That's still quite a bit when you think about it.

It means that at the top level you can't start as something small like Ireland or Quebec and directly participate, but that too is only reasonable and realistic. If you want to take over the world by starting from Ireland, you'll have to do it by building up your strength through the campaign system.

The world scenarios do add some interesting new twists, however. For instance, the commodity market is 'self contained' at this level; in regional scenarios, no player could completely shut down the market for, say, oil, because the "World Market" was still available. At the top level, a player that controls all the oil producing regions will effectively control the market completely. Makes for interesting new strategies.
