haenkie: Are you sure what you were experiencing wasn't 'load stutter' as the game loads in unit graphics as they're displayed for the first time? I sometimes get that, but it tends to go away after I've first viewed each graphic.

I started a new Europe scenario to try this, and yes, it seems to occur every time. There's definitely no problem prior to war being declared and the problem starts slowly after that, with the duration of the lag increasing as the war continues.

Well, I've played for hours, all told, and I've never seen my AI allies offer me anything without prompting even once. So if it does happen, it's so rare that it essentially doesn't.

I'm going to reserve judgement until I see what patches and updates do, in fact, appear. Even so, they've taken on a big subject and made an interesting game with it. It certainly trashes the only other offering of this nature we've seen in the last few years. Hopefully, like Paradox with EU and EU2...
