at the same time? I'm playing as California with the expansion pack. Mexico started off by declaring war on different states. I declared war on them when I had a lot of Cassus Belli towards them. It angered many countries, but their opinion of me changed back to normal pretty quickly. I took all of Baja California from Mexico, which was quite easy. At the same time, Texas took a lot of Mexico around itself. I decided to start taking more land from Mexico, heading towards its capital. At this time, Arizona decided it would be cool to declare war on Mexico as well. Arizona cut me off from Mexico in the process. I decided that I wasn't going to have any of this, so I declared war on Arizona. They weren't very liked after their little stunt, and they were even expelled from the U.N. So, I thought I wouldn't have any repercussions from my declaration. Well, almost the entire world hates me and the U.N. expelled me; despite them not liking Arizona. So, how do I get everybody to like me again quickly?

Make peace with Arizona and give the wound time to heal. By declaring on a country without 80 or 90% or better CB you have invoked global wrath. You would have done better provoking Arizona by making treaties with it and moving military forces to its border, then canceling all the treaties and letting them declare war on you. It would have given the world far less of a CB if done properly. When another nation declares war on you, it reduces other nation's CB's against you.

The bottom line is, the most important factor to consider, is your cassus belli. Regardless of how the un feels about any other region, if you declare war without high cassus belli you will take a hit.

Once out of the un you can never get back in. I have noticed in the most recent version the world seems to consider military build capability less. I am Russia and have the highest build cap in game. The world did not hate me until I started attacking.

I am not sure how much of an impact reducing build cap wil factor into lowering hate towards you.

So, canceling treaties angers the country I canceled out on? Or is it just that canceling treaties with my forces on their borders is viewed as an eventual attack?

Both are accurate. So doing both stirs the pot all the more. You will take a treaty integrity hit though, so don't do it very often, especially if you're still planning diplomacy soon.

The only problem is, nobody will let me cancel any treaties of any kind at all with them. How am I supposed to cancel a treaty they won't let me cancel? It seems unrealistic that I can't back out of my treaties.

Go to the state dept and I think its the 3rd tab. Down at bottom will be a button to cancel all treaties.

Thank you. This isn't going to work for me, though. Every state that is adjacent to mine absolutely loves me. One of them had 78% CB with me after I canceled all of the treaties, but there was no chance they would declare war on me. What do I do now?

Repeat the process if you can. If they will not still sign treaties with you then just keep your forces amassed on the border and wait. It takes time, but they will almost certainly declare on you with a 78% belli with sufficient time and patience.

Additionally.. every time a nation declares war ON YOU.. the CB of other nations AGAINST YOU goes down. On the other hand, even if you peace out with your enemy your CB TO YOUR ENEMY stays very very high, 70-90 percent range if not full cb, meaning there would be little penalty to a resumption of the war post-treaty unless you improved relations.

So how do you heal your relations with the world? Make them hate someone else more.

Oh, so even if every other nation in the world hates me and has 100% cassus belli against me; most of them won't have a chance to declare war on me without penalty? That is to say, only a few of them will be able to declare war on me before the rest will have too low of a cassus belli against me to be able to do anything.

The first one that declares on you drops the belli of the other states..
