I was wondering if there was a mod out that lets you play with a normal starting region, but on the world map. I think this would make the game funner as I am not a huge fan the game ending up with the same nations at the last level of play.

I don't think there is, if you want to be sure check supreme wiki (link is at the top of the page). Also if you have update 6 (which you should) then the closest you can get to is the World War 3 map, this is fairly accurate to the world in the present condition, only real thing is Africa is in 3 nations (egypt is seperate, but has loads more territory south than it does now) and South America is in 2, Brazil and the rest. Other than that it is mostly the same.

There is a limit of 32 players for the game (31 since the WM is a player) so the WWIII scenario Ainsworth mentioned is as close as you can get.
