Turky is mad!

I have tried to start three new games, in every game turky is mad, they declear war on half the wold the first 3 months of my game.
i have low and none volatility its the same every game. what is happening?

This issue was solved in version 1309, currently on the fasttrack. As soon as we're confident that build is stable, it will be pushed to all users. That should be fairly soon.
