Planetary Engineers and construction
Planetary Engineers order can be set to construction. However this seem to concern planet surface construction and not orbital construction. I tried to speed up orbital facility construction by sending a planetary engineer and it did not do anything (nor did it consume the engineer). Is that the intended behavior and why not help build an orbital facility with planetary engineers ?

I'll need to double check our design documents, but IIRC the intended design is to speed up constructions. We'll do some testing. Ticket 36527.

We've done some testing and found that placing engineers next to facilities in construction does speed up their progress, both and planet and system level. Could you provide more details on the issue you're seeing?

I see. I think I misunderstood how engineers "Construction" order works. I thought that "Construction" meant that the Engineer was consumed in order to speed up facility construction.
Generally speaking it's not always easy to check that the order one issues is well taken into account. User feedback should be the rule, thus asking for construction assist, a message like "Construction order set" should appear after issuing the order. And once the engineer is in position to assist construction a notification could be helpful.
Another rule could be that once an engineer is near a facility being built, assistance is automatic, no need for a specific order.
