The Serbian army is working to modernize SA-6 "Gainful (2K12 Kub in Serbian and Rusina army )so there is a basis for this to be made possible to bee added to T technological tree.

No, because this is just an upgrade. To "make" these units they must still first purchase them from the soviets.
