No matter how much I build the world still runs out of resources. I don't know what to do.
I think we need more strict petroleum selling to consumers (ban sales or priorise military).
Another big issue is rubber, either need to decrease its consumption or increase the production big time.

petroleum is wasted by the city power generation (according to some old post by the devs)
and since power generation is also auto-adjusted, you will see and increased use of fuel. (Kind of neutral if you have a big share of the worlds oil economy)
A possible and expensive way to counter this would be to build a lot of powerplants that use other sources of energy.
simple 2 issues:
1. hardcoded petroleum-based city powergeneration.
2. hardcoded production auto-adjustment.
making both of those optional / a game setting, would be very useful.
and since power generation is also auto-adjusted, you will see and increased use of fuel. (Kind of neutral if you have a big share of the worlds oil economy)
A possible and expensive way to counter this would be to build a lot of powerplants that use other sources of energy.
