with several i had a not responding program and had to close it.

ok - maybe you consider to use the "new" function of upgrading garrisons with tech to a better level
so no need to have early overpowered garrisons, while being useless later.

unless that %improvement tech is for garrisons only - but i think ie. ground defense is used at least for all ground units (maybe even air units too as defense vs AA fire)
the garrison upgrade level just needs to be 1 (100%) to move to the next unit ID, that is defined in the wmdata entry
quit a good solution, since garrisons are not researched via the unit designs
(for my next mars scenario - i made 11 upgradeable garrison entries and the game works and updates them)

now.. if only the rebels/guerillas could be somehow upgraded...

Your first post has a dead link to the mod in it. I had to scratch my head and use the link in the second last post. I imagine this has all the latest changes but for accessibility wouldn't hurt to update the link in the first post. Might end up with a few more people trying it out.
