Neutral units joining enemy
I'm playing a shattered world scenario I've had a country declare war on me and I'm seeing other units from Countries I'm not at war with attack my units. These countries aren't at war with me and are not allied to the country I'm at war with. What am I missing?

I am not sure, but if I could take a look at your save game it might help me see something. But to clarify, when you type "other countries" do you mean other states, or indeed nations not part of the US?

I played a game on high volatility and had the same. Thing is on this volatility the ai doesnt look for a formal alliance straight away, but rather free trade, transit treaty, mutual defence. Pretty cool.
And as a bonus when you declare war on those regions helping, you get a huge boost in treaty integrity because you already fought them in a proxy war. This way i was able to conquer the world as Iran with basicly full treaty integrity the whole time.
In my opinion the most polished volatility setting (high) in game. Also your 'friends' ai cancell all treaties with the region you declare war on.

If you are acquiring land by attacking another nation, then I believe what you are experiencing is a war by proxy. The countries that have not declared war on you will still attack you and defend the land in the host nation. These nations will not attack your nation "proper", meaning your homeland.
Inversely, you can do the same thing. Countries with which you have a formal alliance, you can defend their land, and attack "enemy" units while within the host nations borders. If you want to attack the enemy's homeland, you must declare war.
