Any pre-requisites for the suggestions (like min population, mil fabs present, volatility level, etc)?
If not:
Kosovo
or Andora
EDIT: or if you want an "objective" driven campaign, how about restoration of Alexanders Macedonia? That would be a quite an interesting undertaking to read
