I already conquered the UK. However the event that gives Tobruk sea pier to UK still triggered.

I've made these hex transfers to not happen during normal gameplay. They work when staging a 1941 start cache point. Thanks for pointing it out. What gets posted here will get a quick look at to see if we can fix it for the next update push.
