SA-13 - represents Strela 10 CRO (indigenous upgraded version of SA-13) but somehow I think you know this all too well (

) and that you base this statement on
speculation that the missiles for it are no longer operational as they were due for overhaul some time ago.
Similar
speculation is that the cca. 45 originaly obtained RBS 15 missiles are also no longer opertional for the same reasons as Strela
Navy part is correct, Croatia has just 2 Helsinki class patrol boats and 3 indigenous Kralj class PB ("almost" indentical to Helsinki class if you "generaly" compare armament and stats

) and no Kotor class frigates.
He used Lancer's as they are the closest ingame to bis version. And I believe he used two squadrons considering the un-operational ones too.
How many M-95 or M-84D did you find in their OBB? He fixed this as far as I remember

P.S. sorry for the hectic response, but this was easiest way for me

My mistake about SA-13

The fate of RB-15 is still undetermined. There are some rumors that manufacturer refuses to repair them (due to very long period with missiles lacking maintenance). But there are also rumors they will repair them after all...
Croatian MiGs were remonted in Romania, but were not upgraded to Lancer standard. They lack avionics, radar or guided weapons capability that Lancer posses. These are only MiG-21s from the '70is. The unoperational MiGs were scrapped for parts to keep the rest flying.
There are only 4 Degman prototypes. Production is halted due lack of funds. M-84D is extensive upgrade of M-84 Sniper. There were only few of M-84s upgraded to M-84D standard due lack of funds. So, Croatia only have ~80 M84 sniper tanks....
Montenegrian navy has many ships left from Yugoslavia, including a 2 subs (sava class), One Koni class and 5-6 missile PGs.... all in reserve... if they didn't sold that for scrapp metal so far....
