open .UNIT and edit build times for the factory you want...there is also the excel spreadsheet on that link to assist you with indentifiying which number to change. After this is done, you need to re-cache for changes to take effect.
At least, I think it is done this way...I could be wrong :D

The defaulf path in win xp is C:\Program Files\Paradox Interactive\Supreme Ruler 2020 Gold\Maps\DATA\DEFAULT.UNIT
Open/edit it with Notepad...(make a backup first if you mess something up :wink: )
