I think the issue that he is having is more that he is lacking CB against other nations yet a lot of nations have CB against him.
To which I would say to things, firstly the bar you see in the screen shot you provided doens't show other nations CB towards you but shows how likely they are to attack. CB is justification, or a measurement of the valid reasons to declare war on a nation, whereas how likely a nation will declare war on you is determined by how threatened or provoked they feel! Also if you sort the columns by your CB you may find there are a few other nations that you have CB against.
Other than that all I can suggest is that there must be a reason that so many nations are so likely to go to war with you! Are you at war at the moment? Or do you have a huge military with lots of build facilities? Have you broken treaties? Or is it just how the game starts if you are the US, given how long it is since I played Ruges mod I can't remember if the relations start off that badly for the US!
