Yes it does.. seems like a struggle with the AI.. which is why I have no plans on releasing it.
Although with some caveats... The AI won't let you put yourself at defcon 1, it turns it back down. But if I set my military minister to "raise preparedness" Then I'm free to set it on 2 or 3 while at war.. AI doesn't care.
If I'm playing as the U.S. or USSR though and raise my defcon.. it effects world defcon.. and then won't let defcon go back down.

For the laymen.. pretty much the old system was gutted for the new one.. so there is no going back at this point. Personally I would have liked to have seen both systems work rather than gutting one for another, but it is what it is. (annoying that the AI can change preparedness left and right but the player has no control, which you can see if you turn your message threshold off and accept all messages)
Its also why sphere leaders have the tendancy of going bankrupt once world defcon rises.. they have no control over personal defcon levels once world defcon hits 2 they are stuck there for the rest of the game

Secret cheat code.. play as U.S. Raise your defcon to 2.. russia goes bankrupt in first year.

(If only truman would have known eh?)
Thats actually a valid tactic.. you just have to start wars to get the world defcon to rise instead of manually setting it. Declare war on syria or something.. takes world defcon to 3.. USSR will go bankrupt after a few years.

I agree it takes a large chunk of control of financial stability away from not only players but the AI as well (making the AI overspend is as easy as declaring war on one of its sphere who aren't allied with them)... which is easy to game but ya.. I have no illusions of seeing it changed. (but if it could have been modded in I was sure gonna try)
I would say the costs need to be rebalanced with the fact that players don't have control of it anymore in mind.(I would prefer individual defcons comback and world defcon gets its own dynamics rather than effecting everyones defcon..but ya)
