Loyalty

Does it ever change? I mean, if we control a territory for tens of years and have very high PO ratings, I see no reason why the loyalty shouldn't eventually change over time.

It would be nice if the devs could add in a parameter 'loyalty change monthly/yearly'.

This way hardcore players could set 0 (never change) and people that like this change could set another value.

What loyalty funding in social services?
There is healthcare, education,Infrastructure, environment, Family subsidy, law enforcement, Cultural subsidies and social assistance. None of which effect loyalty.

There's a tech called "Neural Reprogramming", which increases law enforcement rating (and oddly enough cultural rating) by quite a bit. It suggests that dissidents and criminals are forcefully reprogrammed to "get with the system".
I always thought it would be neat if it (or a successor-tech) could be used to gradually shift loyalty in your favour by reprogramming people of a different nationality. Would certainly help with countries like Iceland in the late run, because once you start conquering virtually your whole population is loyal to other nations and there isn't enough space on that little island for all your complexes.

Naw..Cultural subsidies has other effects. Primarily domestic and UN approval ratings and helps keep colonies happy.
