I got a foreign version, so the text might be a little different.

From the initial screen i click on
Campaign -> Game setttings -> Scenario settings.
There is a table which has ressource settings in the 1st row, starting money in the 2nd and approval settings in the 3rd.
What does changing the ressource settings really change in game? E.g. on the ressource oil i saw the same ammount of squares red independent of this settings and i also could build the same number of facilities, independant if my setting is "abundant", "standard", "dwindling" or "depleted".

Also: what does "worl in "turmoil/insurgence" mean?

This effects the starting stockpile of resources each nation has. This does not affect production of each hex, or the availibity of nations to gather such resources. It only effects how much they have stocked at the start.

I am not sure of the translation, but I think world in turmoil is the Volitility setting in english. How agressive/volitile the countries will be.

I have tested it a bit and with max. volatile there are like 5 countries not at war.
With min. volatile, after a few months there is only northern Korea vs southern Korea.
