Build the Industrial Complex on the Narrow River

What I mean is:
1. The buildings: not only the Industrial Complex itself but also the facilities on it.
2. The Terrain: only the narrow river but not the wide river, lake and ocean.
Is there any way to modify the file like this? I edited the DEFAULT.TERX but it seems that I didn't changed what is exactly needed to be changed.
