declining production capacity

Hi, first thanx for the new update. glad that you keep this game alive!
started a 1914 game (brinkmanship) as US I see allmy production cap go down (ie. consumer goods: 15K tons to 13K tons in a month).
my infrastructure have been going up, so supply shouldnt be the problem. Could be because the infrastructure level hasent reached 100%.....? maybe the prod cap will stop its decline when i reach 100%....?
any ideas on what is causing this?
