AI Offering Alliances and Non-Trade Agreements
I've never had an AI offer anything to me except trade agreements in Sandbox (unless the alliance or other agreement is scripted in which case it always occurs at the same time every game). It would be nice if the AI attempted to reach out and make agreements with the player on its own. Any chance of this being implemented in the future? This is not an urgent thing, just curious if it was somewhere on the list to be done. I know the AI makes alliances with other AI as it deems appropriate.

I have actually seen the AI do this, but I believe the conditions for it happening are kinda high so it's very rare and pretty dependent on your game start settings.

Re: AI Offering Alliances and Non-Trade Agreements
The one I get most often and usually first is a Line of Sight request. It may be worth mentioning, anecdotally, the larger the nation I play the more likely it is for me to get the ai asking for this treaty. I have no idea if that is programmed, but I believe it makes sense. A simple example, a LOS treaty with Russia will show far more than a LOS treaty with The Seychelles.
Other than offers of military units, I cannot recall the last time I received any other treaty offer.

I've also gotten LOS requests, but it always happened the same day in every game I played with the particular country, and eventually realized it was scripted. But apparently based on your post there are instances when it is not.

I have not replayed any particular nation to see if I always received the LOS request at the same time. That is interesting, may I know which nation and which start this was with?

They will usually start with line of sight treaty, then full transit, then mutual defence with very rare free trade, after that formal alliance. But to be possible, ofcourse you need world relations to be ok at the minimum.
Free work force, criminal extradiction, NAP, and missile defence are the treaties AI doesnt bother with.
Also you should be carefull what you wish for, because if AI is too agressive with this you will just have a world at peace, like we had in the past.
Problem in all your games is prolly that you keep checking regions for treaties, so they dont have the time to offer them to you. With normal diplomacy diffulty and medium volatility you should see these offers coming in, well it also depends if you play with sphere or not. If you play with sphere there are 3 parties to deal with.. red, white, and blue. To get treaties with another sphere is ofcourse harder, not that i like that, but oh well.
