No, but you can see "tech rank" in the scorecard that will give you a good idea (hotkey A).

There used to be a tech level that had an effect. It no longer has an effect so isn't displayed and wouldn't reflect what a country can research.

Well there is no tech rank, but there is tech score, second place doesn't have any technologies, that I researched - I'm currently researching 50's techs in 1932.

I have 50 research centers - this tech tree is wide as Amazon river sometimes!
