Is there a way to change issue bonds settings after starting a game?

Hello,
I have been playing Supreme Ruler The Great War started in 1914 and now I am on 1990's I just recognized that I did not enable issuing bonds option on the scenario settings. Is there a way to enable that option by making any modifications to saved game files?
