This needs changing. See the Wikipedia article posted on the Balkan Alliance, 1912, and as Serbia is Montenegro's only ally, both links between the countries needs to be all Green.
Besides the Balkan Alliance, which bound all signatories (Romania, Bulgaria, and eventually Greece), outside the monarchies inner circles in Germany, Great Britain and France, the reaction to the "bomb thrower" was less severe than portrayed in SRGW. In the game, every country in North and South American has a 'red box' against Serbia, and that frankly, is unrepresentative of reality. T
The South & Central American's and Japan could have cared less and continued trade and other ties; in the United States, there was an initial surprise to what today would have been considered an "act of terrorism", but no one wanted involvement in a European crisis as it developed, with Bismarck's grand alliance system rapidly falling apart from the influence of the monarchies running the big European powers - ultimately leading to war (countries, like dominoes, tumbling into war). Thus, even the U.S. would have retained "Green" in its diplomatic - civilian - causes belli game ratings with Serbia.
Might want to review the other comments regarding, because Serbian ties are much better than represented in the SRGW set-up.
