Sometimes you want a specific war to happen to two other countries, whom you're not playing as, but the saddam cheat usually creates only wars that make no sense, like Angola vs Czech, Belarus vs Zimbabwe,etc.
You usually have to type it 20, 30 or even more times for a realistic war with real life ,,enemies" to happen.
Instead, you should be able to either:
1. be able to play as a different country, like in the HOI games where you type ,,tag (country code)" and then declare wars, for example you're playing as Russia, but want a inter-Korean war, so you enter ,,tag NKO" or something, declare war on south Korea and return to playing as Russia. Perhaps you could also forge alliances while playing as other countries,etc.
2. If that's hard to implement, then at least a simple saddam cheat variation, where you could type 2 different regions, in this case ,,saddam NKO SKO"
That simple addition would make SR several times more enjoyable, since sometimes you don't want to declare wars and nothing interesting is happening anywhere, so everything gets really boring.

You can alwys just put your savegame in Multiplayer and do whatever you want as other countries there.
Also, put AI stance on aggressive and world volatility on very high and there will always be things happening
