Please allow Fund Insurgency to increase rate of partisan spawning in non loyal hexes. Please also allow limited diplomatic relations (such as offering units and cash) to help fund and get a partisan faction on it's feet.

This one deserves to be bumped and considered seriously. Along with increasing other effects of destabilization (sending modern arms, financing opposition).
