(that was I mean: reduce the regions of otherwise stable countries and create more in places with frequent border changes)

You have misunderstood the design. There are no present day scenarios/campaigns/sandboxes in SRGW.

I understand this but I seek the possibility to mod a modern day scenario, if the map allows it.

Most of the underlying map devisions are unchanged. Some new divisions where added such as Poland is cut in two, one part now owned by the German Empire group, one part owned by the Russian Empire group.
