Guerrila/partisan improvements

With garrisons now being improved as new techs are becoming researched, please consider to do the same with guerrila/partisan units that are spawning in non-loyal hexes. Just as garrisons, guerrilas/partisans are being improved over the time as the new weapons and tactics become available. There are many historical data that can back this request.
They should excell in close combat attack and defense and have good stealth.

Please teach AI to liberate and colonize instead of only annexing!
