The English translation is from the second of April: according to the URL the Russian article is dated april first. I think it's an April foolsday joke...

I hadnt noticed the date, thats kind of an odd coincedance(sp).
However it does not appear to be a april fools joke.
I have found the same story in other russian papers.

The first story I can find about this seems to be from febuary(or january?).
