Well known. Most major nations have plans drawn up for almost any conceivable scenario, it is part and parcel of a bureaucracy. People sit around everyday, all year long, dreaming up "what if" scenarios. Well, except for the scenario where we invade Canada, that really only took one morning.

The rainbow plans of the early 30's were pretty interesting given and were directly tied to the political situation at the time where the US was pushing for total neutrality after WWI. If you want to delve deeper, look at the connections and parallels between the rainbow plans and Mahan's theories on geopolitics and grand-strategy. A lot at the time centered on logistical "coaling" stations for fleet activity which directly correlates with power projection at the time.
