Editable world map program, or something similar

Hi, I'm in search of a editable world map program, php/html script, or something similar. I'm in a crisis, world events, and essentially false history organization. We work with a couple gaming communities who make simulated events. Similar to an old TV show called Jericho.

If anyone knows of anything that would help me, please do reply. I would be forever grateful.

can you use the SVG files on this page... http://en.wikipedia.org/wiki/Wikipedia:Blank_maps
and then edit them in an SVG editor? like found here? https://code.google.com/p/svg-edit/
