There is increased tensions, as within all of Europe due to a large mass of immigrants. The political landscape in most of Norway before the bombing was leaning towards right in terms of immigration, and the opposition has claimed that our policies for integration has failed. Most political parties had an agenda to reduce immigration. Personally I tend to agree. We have simply accepted too many people to properly integrate them into our society and this increases tensions.

It is a common practice in Russia and some other countries. The state services and the media overstate or understate the number of people for politic purposes. We are much more cynical and atomized than Norwegians.
That is not the case in Norway. There is no political power pulling string through the police in Norway. The police in Norway is very different from the police in Russia in that regard. Corruption, be it political or economical is not commonplace and is struck severely down upon. It's not a part of our culture.
