Yeah, but what standard? The UN only accepts conflicts of self defence and UN security council. The security council can easily be manipulated, take the Iraq war for example, US would of gotten a UN resolution against Iraq if people like Hans Blix would not have spoken up and shown other evidence contradicting US evidence(some which was falsified).
