Im actually suprised such a game hasnt been made yet.....I could definately see rockstar and a few other companies putting such a game out.

Victoria is definately the best game I have ever played.
Anyone who has not tried it out yet, should.
And it takes about a month to get into it. Once you do so, say goodbye to any other strategy game.
Maybe sr2020 multiplayer could be as good as Victoria is right now.

Agreed Victoria is a good game but an imperial ruler wouldn't because infantry the bulk of armies back then would move very slow cavalry would be moving at a normal pace, and artillery dont even get me started...other stuff too
A Cold War would be nice..
or a 1990-2010 would also be nice
With triggers for certain events, such as terrorism or Cuban Missile Crisis.

While the only way to truley improve in the game play would be for everyone to have better computers. i think if they worked on an engine that better suited the needs of this style of game, they could come out with somthing better then SR2020 with todays hardware.
there are some ways i have said in the past that would increase performance. like instead of computing budgets daily, have it only compute once per year. maybe even only once every 4 years. this would speed the general game up. The only down side is every year we might have to put up with the game pausing for 3 or 5 minutes while it computed all of the countries budgets and economy. And then you just have to think of it as a load time. And if you put up some quirky video, or a data sheet for the player to read during this time, he would not even hate the paused time.
And there is probly a bunch of other stuff that does not need tobe figured out real time like that. You could probly delay supply creep to once a week instead of once a day. AI consideration of building new units could be considered quarterly, or maybe yearly. The only thing that probly needs tobe computed realtime is combat and recon.
